Nord Pool Spot (NPS) informed about the NPS Baltic project in exchange information no 55/08. The steering committee of the NPS Baltic project has decided to complete the project by the end of 2008, but NPS will continue working to establish the Estlink price area. The project has created a good basis for a new price area, and not least, provided increased knowledge of the prerequisites for a well functioning electricity market in the Baltic area.
The NPS Baltic project acknowledges that there are issues outside the scope of the project that need to be solved before the final implementation of the Estlink price area. Amendments to the Estonian Electricity Market Act regarding the treatment of eligible customers, import license issues and removal of cross-border tariffs on the Finnish – Estonian border need to be finalised. Estlink shareholders should also have the possibility to offer capacity directly to implicit auction.
The NPS Baltic project acknowledges that following a well functioning and operational Estlink price area, a new project is required to establish a common Baltic price area.
The final target of the NPS Baltic project was to create a trustworthy reference price for the Baltic electricity markets. The immediate target of this project was planning the establishment of the Estlink price area. The participants involved were Nord Pool Spot AS, AS Latvenergo, Lietuvos Energija AB, OÜ Põhivõrk, Finestlink Oy, Eesti Energia AS, Fingrid Oyj and Nordic Energy Link AS. The project had a total of 29 persons involved and held 49 meetings from November 2007 until 31 December 2008.
