Nord Pool Spot has received the following message from Statnett:
Statnett has applied to the Norwegian Water Resources and Energy Directorate for an exemption from the licensing conditions regarding start-up of the two gas-fired reserve power plants at Nyhamna and Tjeldbergodden. The purpose is to make the reserve power plant available in case of major faults in the power system.
The cold and dry winter has lead to a tight power situation in Mid-Norway, making the region more exposed to major faults in the power system than in a normal power situation. An exemption from the current licensing conditions will make the two gas fired reserve power plants available and will be deployable within a few hours, rather than a couple of weeks. The two units will as such improve restoration of power supply to end users in case of black outs.
Security of supply will still be the only condition for start-up of the two power plants, whilst power prices will not be taken into consideration.
The application applies to an exemption from the current licensing conditions until 31. May 2010.
