According to provisions for system responsibility in the power system (FoS), Statnett shall inform relevant parties of matters of importance regarding the development of an efficient power market.
In order to maximize the utilization of physical grid capacity Statnett will, as of November 18, adopt the principle of "Special Constraint" capacity for the sum of corridors NO5-NO1 and NO2-NO1. Special Constraint is a method for assigning to the price algorithm the flow distribution between two corridors that have a combined limitation. The method is new to the Norwegian bidding areas, but has for several years been applied as a way of handling limitations in the DK1-grid caused by the sum of flow on corridors NO2-DK1 and SE3-DK1.
The physical limitation represented by the sum of NO5-NO1 and NO2-NO1 has until now been managed by manually limiting one or both of the corridors according to an estimate of flow and price differences. Stating the sum capacity and allowing the price algorithm to select the priority between the corridors will ensure a more efficient use of the existing capacity.
Statnett wish to emphasize the fact that this does not represent a new or increased limitation of trading capacity.
