Nord Pool Spot has received the following message from Nordel:
Nordel has seen the need to clarify how the transmission system operators (TSOs) and market players shall act (in Elspot) during an extensive network disturbance.
During an extensive network disturbance, the physical conditions for energy delivery may change, and hence the preconditions for Elspot trade. It is the responsibility of the TSOs that a transmission grid is available in their areas and that this transmission grid can form the basis for all physical power trade. In situations with extensive disturbances in the Nordic power system, the affected TSOs shall declare that an ”extensive disturbance” has occurred. This affects how the TSOs and market players shall proceed in both the planning and operational phase.
As soon as possible after the occurrence of the disturbance the TSOs will announce the persistent outages as urgent market messages (UMM) at Nord Pool Spot’s homepages. This information shall include changes in available Elspot trading capacity. Except for the announced persistent outages, the market participants shall set up their bids for the next Elspot trading day as if no extensive disturbance has occurred in the transmission grid.
In this way the Nordic power system will be in planned balance after the disturbance has been solved. If unbalances occur during the restoration of the power system to normal conditions the TSOs will handle these. Physical regulations in the regulation market can be activated as normal, but the regulating costs shall be covered by the TSOs.
When the disturbance is handled, and normal state restored, the respective TSOs shall inform the market that the network is intact, and normal conditions and pricing rules apply.
