To abate the ever more challenging balancing task, the Nordic TSOs (transmission system operators) have agreed on a set of actions to improve frequency quality. Implementation of automatic Load Frequency Control (LFC) / Frequency Restoration Reserve (FRR) in the Nordic synchronous system from 2013 is one of these actions. The task of the Automatic Frequency Restoration Reserve is to restore the frequency back towards 50 Hz.
The implementation will start with national pilots from second half of 2012 and then there will be a step-wise connection of the pilots to a common Nordic arrangement.
The TSOs have agreed on an initial Nordic reserve volume of 100 MW. The plan is to make an evaluation of the experiences after summer 2013, before further decisions are made both with respect to technical issues and market arrangements.
The TSOs will cooperate closely with the stakeholders when designing the solution.
