After the successful trial operation period EstLink 2, the direct current interconnection between Estonia and Finland, will be taken to commercial operation 7th February 2014. The trial operation period has proved that the opening of the EstLink 2 interconnection has a significant effect on power transmission between the two countries and will also improve electricity markets' functionality and the security of electricity supply.
Finnish and Estonian TSOs start to use new losses procurement procedure in which both TSOs purchase half of the losses, which enables to increase the Net Transfer Capacity (NTC) to 1016 megawatts. So far the capacity from Finland to Estonia is limited to 860 megawatts until the reserve power plant in Kiisa will be commissioned in September 2014.
A limitation of maximum trade change from hour to hour (ramping restriction) of 600 megawatts has been implemented in the capacity allocation systems on the total trade between Finland and Estonia from 4 February 2014. Similar procedure has already been in place on all HVDC connections between Scandinavia and Continental Europe.
